Does that mean any code under this license is firmly not allowed?
Nevermind. I took another look and it's another case of a phantom
license (same as [0]). There's a file that contains a list of
third-party licenses and notices [1]. That file isn't valid on Linux and
refers to components that are only downloaded/built/bundled on Windows.
