Its very confusing and poorly worded.
Specifically:
* Given the definition of "Product", potentially there could be
situations where you'd have to provide source code under section 3
where under pure GPLv2 you wouldn't have do. While that might not
make the license nonfree, it would make it explicitly
GPL-incompatible.
* This wording is confusing: "If the Product is released in source form,
the Software Program or any of its components may only be included
in executable form." Neither me nor Red Hat Legal is sure how to
interpret that, but it seems non-free.
* Their inclusion of the GPLv2 text removes the 'How to Apply' section
which the FSF says is not allowed.
Basically, as is, I'm strongly inclined to say the license is non-free,
but I'd be interested in what the Tanuki upstream authors have to say on
those points.
