In fact, not quite... :-(

The "Fedora Linux" category includes all directories under pub/fedora/linux/ 
{development,releases,updates}.  You must mirror (excluding whichever directories you
wish), using the same directory structure containing those directory names - we can't
find any arbitrary directory structure.  What you have is part of the releases/ directory
structure, so you're one level too deep, so you need to make a directory releases, and
move 12/ into that. so you match.  Make sense?

After that, run report_mirror as you have (editing the report_mirror.conf to match the new
directory), and when you look at:
https://admin.fedoraproject.org/mirrormanager/host_category/4867
(which is the Category "Fedora Linux" for your host), you will see all the
directories releases/12/ and thereunder.
