It requires the mirror to have a single rsync module which contains all
of the content you wish to mirror. Otherwise it could not copy links
between the different modules.
It's certainly not a hard requirement for the concept of using a
database of files, and for people which don't mirror alt, archive or
secondary or even just a single module, it isn't really a problem to
miss cross-module links.
It might even be possible to just run an instance of quick-fedora-mirror
for each individual module you wish to mirror, but I've never tried to
do that. The right way is for me to simply implement that "no master"
setup. It's something I'll have to look at the next time I'm devoting a
block of time to that code.
