Duplicate package names

Hello,
I have found a couple cases in Rawhide where different source packages
build a similarly named binary RPM.
Case 1: qpid-tests and qpid-tools are both included as subpackages of
python-qpid and qpid-cpp, respectively. Both these packages are marked
as dead in dist-git, but alive and well in both PkgDB and Koji. This
looks like a retirement gone wrong.
Case 2: perl-Mail-Box has subpackages perl-Mail-Message and perl-Mail-
Transport, both of which exist also as a standalone package.
Case 3: ibus-table-others builds ibus-table-cyrillic, ibus-table-latin
and ibus-table-tv as subpackages, but they all also exist as separate
packages. There are other subpackages that used to be separate
packages, but they are retired now.
Case 4: Both ruby and rubygems build rubygems-devel.
Case 5: salt-api and salt-cloud both exist as separate packages as well
as subpackages in salt.
Case 6: zanata-client has been merged into zanata-platform package.
It's orphaned in PkgDB, but not retired [0].

Case 7: Basically all subpackages of textlive-extension (except for
textlive-extension itself) is also built in texlive package.
What's the best way to resolve these?
