Well, the releng team doesn't have a single specific 'group'.
There's no need to join anything... you can start helping out/joining
anytime:
* attend weekly meetings (If you can) on irc
* participate on this list/in tickets.
* find some ticket that interests you and see if you can gather
information at least for it
* join and lurk in #fedora-releng irc on freenode (or via matrix at
#fedora-releng:matrix.org ) and ask questions when you have them or
offer to help on things.
