All cross dependencies should be either source or binary executable only.
So the ordering shouldn't matter as source stay the same and binaries
should be interchangeable.
Changed packages changes packaging macros and default provides,
effectively switching all packages adhering to the golang packaging
guidelines draft to different compiler on the s390x. But thanks to the
current state of the golang packages needs to be rebuild to pick up the
change in the compiler.
I'm sorry for coming with this late. I belive that we can theoretically go
without it as packages that people do care about and use(docker, kube,
etcd,...) are more or less regularly rebuild/rebased/bugfixed so the
changes will be picked, sooner or later. Only draw back are the packages
that are not and therefor we will end up with the mix of packages using
different compiler version(and for s390x different compiler).
