I'm confused right off the bat, if this is the reboot that's supposed to do the offline upgrade. There shouldn't be anything to download, it should already have everything downloaded.
It should, but it doesn't. I cleaned everything I could think of and reran the system upgrade and redownloaded everything and still get the same problem. Those packages exist on the F30 system, but something goes wrong in the update. There is only about 220Gigs free, so it is not drive space.

Somehow those rpms have been corrupted. I suggest deleting them and rerunning the download command, it should efficiently download only rpms not already downloaded.
They don't exist, yet it passed the transaction test.
