Thanks for the report and sorry, it took me to answer. This is a
known error. [1]
You can circumvent this by uninstalling
rsyslog (and its deps), installing syslog-ng and afterwards man-db
etc.

Thanks for the link and the response. That was my first thought;
unlike the ticket, on my system removing rsyslog wants to uninstall
many more packages. I can keep track of them, and re-install them after
I install syslog-ng. They could both be installed in F15, so I
presumed the error could be rectified; from the ticket, it appears it
won't. It's good to be aware of that in order to make a decision.
