Well.... I don't know what mirror it may be trying to contact.
If I do a dnf -d 9 check-update the last lines of output are
Cannot download
'https://mirrors.fedoraproject.org/metalink?repo=fedora-26&arch=x86_64':
Cannot

Cleaning up.
Error: Failed to synchronize cache for repo 'fedora'
I've seen that if the date/time is wrong due to cert verification.
Also you can add &country=global to the end of the repo URL and see if
that works and it will return any mirror.
