Obviously not a shostoper, but rather annoying. (I'd use KDE konsole. but it doesn't handle the scroll wheel, which I've gotten used to.)
It occurred to me: Maybe this is a problem with Gnome on Wayland. And indeed: Middle-lick does work if I run plain Gnome. (And the scroll-wheel works on Konsole.)
I guess Wayland isn't quite ready for prime time.
Well, sure, which is why it's not 'prime time' yet :) It's always good to report these issues with Wayland, but something that obvious I'd guess probably is already reported...still, check with the #fedora -desktop folks.
