What do I do to start hotplug? ps -aux isn't showing it as running and there doesn't seem to be anything in /etc/init.d called hotplugd
I do have it installed on this machine
Using FC3T3 (or is that FC4 t1 now?)

It starts automatically (/sbin/hotplug) when you add/remove stuff (and the kernel adds and removes events)
Reading docs from: rpm -qd hotplug
