Workstation actually uses an entirely different firstboot tool:
Workstation uses gnome-initial-setup. It is the only spin that does so.
Others either use initial-setup, or nothing.
However, I've tested initial-setup with KDE, several times. It's not
great - it *still* has the bug where it sometimes comes up in console
mode on graphical installs - but it does work. pwhalen will also have
tested it on ARM (where it's most vital that it works).
It's permissible for spins to not include a firstboot tool, but for
graphical ones it's probably a good idea to have it, to give people a
second chance to create a regular user account if they didn't during
install.
