gnome-terminal now uses the same setting that is used to control
blinking cursors elsewhere in GTK+ applications. Use
gconftool-2 --type bool --set /desktop/gnome/interface/cursor_blink
false
to kiss blinking cursors good-bye.
I filed a bug about this waaaaaay back in the day:

And I still say that blinking at all is wrong, but I'd even accept the
timeout, if only g-t would honor it.
