I don't know if there is a formal structure for Gnome change proposals
but there are enough indications of pending/possible changes to be
found if you invest a little trouble, for example:

And these proposals are regularly mentioned on 'OMG Ubuntu' and
'Phoronix' if you do not follow the Gnome blogs or Gnome git.
