This update can be installed with the "yum" update program.  Use 
su -c 'yum --enablerepo=updates-testing update compizconfig-backend-kconfig' 
at the command line.  For more information, refer to "Managing Software

OK, I give up.  What does it do?  I'm guessing I'll see something for
setting compiz options in kde control center.  I don't see it.

$ yum info ccsm
$ ccsm
  preferences / backend

this package gives you the opportunity to use ccsm saving the options
for using with kde.
just open the ccsm, go to preferences , backend
