This is found in Released Updates already, still with a broken dep for ppc and ppc64, and without a corresponding update notification.

doesn't answer why this update has seen special treatment.

This is the first reply to the mail, and there are no comments in the update in bodhi. The maintainer probably just didn't notice/care that the deps were broken on ppc. It won't function at all on ppc though, so best would be to ExcludeArch in the next build.

Well, even if this package _did_ in fact get special treatment (which as far as I can tell it didn't, the maintainer just marked it as stable, so it got pushed), I wouldn't see the problem. This is the tool implementing the end user interface to Fedora's custom spin creation, which is one of the big new features in F7, so getting it out as quickly as possible was important!
The "missing livecd-tools dependency on PPC" problem is indeed unfortunate, but it shouldn't really break things, it will break attempts to install this new package, but nothing more. There's no system updates to break because there was no version of this package which did work on PPC.
Last this came up (when the package was already pushed), the answer was that livecd-tools was being made to work on PPC, so this problem should soon be solved. There was just no time to do this before the F7 release, and making reliable i686 and x86_64 live CDs for the release was seen as more important than starting development for PPC, so they held off on the potential breakage until after the release. (Of course, all this information is second or third hand, so take it with a grain of salt.)

To be honest though it wouldn't have taken much effort to drop an ExcludeArch: ppc ppc64 and rebuild.

Is there a way to add 3rd party repository's to the list to pull packages?

Yes. Pungi (which revisor users) just looks for package names in configured repos. So if you configured a repo for pungi that was 3rd party and added package names to the manifest it would pull from those. You can't call it Fedora though, and if you distribute it you must strip out all the Fedora trademarked content.

I'm sorry, but Revisor doesn't let pungi pull the packages. Adding the yum repository configuration to /etc/revisor/conf.d/revisor*.conf however, solves your problem.
Another note: I'll add the ExcludeArch:, thanks for bringing it to our attention.
