The dep actually isn't new, it was added (according to my buddy `git
blame`) 4 months ago in response to this[1] issue because users were
expecting to be able to install gems with cfntools.
You're right that this should have been caught earlier, and a nightly
check would certainly help. Sorry I missed the cutoff getting that build
to stable.

I'm not sure when this started -- I wish I'd caught it before the f21
release.
We should have a nightly test check of some sort which alerts when
new packages are pulled in via dependency to the nightly image builds.
