FY18 Budget StopGap Proposal

Hi All,
The FY18 (2017-2018) budget provided by RH will not be available by
March 1, 2017. Therefore I propose the following action for adoption by
the council:
Proposal: Temporary spending authorization for Ambassador regions
Because we do not have final budget numbers, we need to be conservative
with spending. Therefore Ambassador regions are authorized to allocate
and potentially spend up to 10% of their prior year budget. This is NOT
A FINAL BUDGET nor do we expect to have severe budget cuts, but we need
to be fiscally responsible. If a region needs to spend more than this
amount, they should vote on the ticket assuming they will receive 90% of
their prior year budget and make a request to the Council in a ticket.
To put this in context, 10% of the prior year budget should cover the
period from March 1 to about April 10 (assuming level spending). For
some regions this may go further depending on the actual timing of
events. The 90% level proposed above assuming some cutting and allows
for regions to make a decision based on a reasonably conservative
estimate of their total budget. While changes are possible, we are not
expecting the public budget to be reduced but have been given no
official guidance on this. Additionally, this estimates reasonably
conservative reductions to account for some budgetary realignment the
Council may choose to do.

Looking for input on choosing Fedora audiences

Hey all,
Fedora Marketing is working on changing our approach for how we put
together talking points for each release, and crafting an outward-facing
set of talking points that are shaped by audience instead of by edition
/ spin / lab, etc.
There's some discussion going on in our ticket for this…

…and we would appreciate having some Council input on filtering down our
original proposed list of audiences into something that meets the goals
and objectives we are trying to meet as a project. We figured the
Council would have a unique perspective to share on this and we would
appreciate your feedback (there is additional context towards the bottom
comments of the ticket).

22, and April 22. What parts of the project do we want to hear from?

The Fedora Council is not driven by meetings or by tickets, but does hold semi-regular public IRC meetings to discuss current issues, to clear through anything outstanding which can be quickly resolved, and to ensure that nothing important is left in limbo. All members are be expected to regularly communicate what's going on in their area, through blog posts or other public updates.
Additionally, the Fedora Project Leader will set aside regular times on IRC to meet with the community. Attendance is not mandatory for all members but is encouraged.

meeting moving to Wednesday

Hi all! To better fit everyone's schedule, we're moving the Fedora
Council meetings to Wednesday at 14:00 UTC. That's 9am US/Eastern and
15h Central European.
I expect that we _will_ move this one with DST, rather than keeping at
UTC.
