first email.
You're talking about creating a FAS group for g11n, and in the same
time, you listed groups that are use for l10n/Localization/Translator
teams and needs to be merged/cleaned/rebuild.
G11N is for globalization, it is an informal group joining 4 category of
people :
* I18N, the developers that make foreign language typing\reading possible,
* L10N, the translators
* FLTG, Fedora Language Testing Group (sleepy at the moment, but we need
to take over the great work Noriko started long ago)
* Support tools, the people who are maintaining great tools to work
together (Zanata, mailinglist, quality tool, etc.)

_any member_ of these groups can be involved in g11n for a short debate,
a little contribution or long term.
So, to answer your question about creating a G11N FAS group : I do not
see the point of adding one more FAS group we'll have to administrate.
Especially if added value is just counting. Nor I see how this may make
life easier for newcomers.
You may answer the counting need by using the mailing subscription or
posting.
Now, if you wish to discuss about about the usage of FAS group for l10n,
it's a subject we need to address in a dedicated thread, including trans
mailing list.
