There are only a few packages missing in Fedora like *conduit and persistent* which would make my life easier.

Since I'm also trying to get more packaging experience, I'm wondering if I could provide any help with getting these maintained in Fedora, but in return ask for a bit of guidance and how to do that?
Sounds good to me if you happy to help own and maintain the packages. Alternatively you could also help to review them at least.
There is that not that much too the package submission/review process. The biggest work in the long term is really maintaining the packages, which I am slowing trying to automate more.
There are a few notes on the Haskell_SIG wiki page

and there are general wiki packages describing the package submission process. Probably easiest if you ask more questions, and can help you get you up to speed. #fedora-haskell is also there.
