I would agree, mount the home directories on the NetApp. Also setup
some relatively small quotas so that there isn't the ability or
temptation to have users host their shell account on the Fedora boxes.
If a user needs more space for legitimate Fedora work, raise their
quota. Otherwise as Elliot said, there is the feeling you're becoming a
shell account hoster.
