At install time on the packagers machines, yes. At runtime on the user's
machine, I don't think so. I just wanted to be sure that a user would
not be forced to install gcj, which make sense, as gcj-dbtool and gcj
are normally in separate rpms.
Anyway, there is no argument here except that aot-compile was going to
end up one place and perhaps rebuild-gcj-db was going to end up another
place (upstream). It could come into play depending on how they were
split up.
