You probably don't have the latest version of lorax installed. We now
use mkefiboot from lorax to make EFI bootable images. Try installing the
testing version of livecd-tools (16.11) instead of installing from
source and it will pull in the needed dependencies.
Sorry, that seems obvious in retrospect. I'm used to working further back
in the chain, using Centos/RHEL.
yum update --enablerepo=updates-testing livecd-tools
brought in lorax and a few other things. I rebooted and ran the build
again.
It ran almost without error:

Checking for stray cats under /var/cache/man/local...
93 man subdirectories contained newer manual pages.
3872 manual pages were added.

And no .ISO was created.
