Latest RPM changes and PHP build have raised an awful bug: https://bugzilla.redhat.com/show_bug.cgi?id=1432372
RPM team is working on it.
For now, no php related build in rawhide.
Will answer as soon as fixed.

What is the /usr/lib/.build-id tree for? I noticed it during a recent package review.

It's part of the effort to provide parallel-installable debuginfo. Making the directory hidden, though, is a stunningly bad idea that I've yet to wrap my head around.
