Change proposal for Fedora 38

Extensions compatibility is very good
Most extensions are compatible or
fixed upstream or with PR open
If you want to test it,  in my repository:
a test module (F35 to F37) is available
   which can replace system default version.
a Software Collection is also available
   which can be installed beside system default version.
