can you try local (or mock) build on the Fedora public devel guest?
Do you mean on a PPC guest? Sure, I'll try that.
Seems something is wrong with MPI detection in configure
...
checking for rts_get_personality... no
checking for ompi_comm_free... yes
checking for MPI::Init_thread method... no
checking whether /usr/bin/python3 version is >= 2.6... yes
checking for /usr/bin/python3 version... (cached) 3.8

so you need to check config.log for the details why.
Yes---but the same configure script works on all other platforms so it's
somehow ppc specific. Also, the mpich build works, so it's only
openmpi---could be something in the openmpi package maybe. I'll have a
look at the log to see if there are any hints there.
