You're not questioning, you're implying - implying that the user has
done something wrong, when, in all likelihood. it's just THE WAY NM
HAS SET IT UP.
NM_CONTROLLED is written by system-config-network, in response to
user configuration.
Frankly, I do not understand why it was implemented in the first place,
as configuring a system such that you'd try and have both services
running simultaneously managing different sets of devices is crazy.
