dnf --skip-broken --allowerasing system-upgrade download --releasever=31
I suppose it is possible I'm hitting a bad mirror?
Well, it seems, adding --allowerasing is a bad idea since none of the packages referenced
above are
actually getting downloaded.
dnf --skip-broken system-upgrade download --releasever=31
isn't any better as it results in
