I suspect you're testing the wrong thing. The log file at
http://koji.fedoraproject.org/koji/taskinfo?taskID=8277497 indicates the correct version
was installed.

went stable on 2014-11-01 as far as I can tell.
The repo at
http://dl.fedoraproject.org/pub/fedora/linux/atomic/21/ has
a slightly older no-op commit, so I assume this is an issue on the
compose server side.
