Is there a manifest or changelog file for the updates that went into
these images anywhere?
Unfortunately not at this time, no. It's on the TODO list to produce a
manifest as well as keep track of a delta between two-week releases.

The ostrees are built from
https://git.fedorahosted.org/cgit/fedora-atomic.git/tree/ and are the
latest packages in fedora + fedora-updates repositories as of the
build (which in this case was 2015-12-01).... which may or may not be
helpful.
