For the second part,
"The Council recognizes that allowing selected third-party non-free
software to be installed is a valid experiment in advancing Fedora's mission. Non-free software may not be presented to the user without explicit user enablement in any Fedora Edition or Spin."
This covers the opt-in aspect, but it loses a couple of things that I
feel are really important -- in fact, ''more'' important.
First, whether it's in search or any other interface, I think there
needs to be a distinction in presentation between non-free and free/open software which is understandable to all levels of user.
That is hopefully achievable with the tagging/labeling that Software is already planning on doing.
Second, I want this whole thing to be in service of promoting free/open
software. Prioritizing search results is a suggestion for one way that could manifest, and the educational materials are another way, but I hope the design will really reflect that goal throughout.
The problem I have with this is that it's very much a subjective thing. It's one of those "I'll know it when I see it" items, which has the potential to drag on with a lot of back and forth.
