The Council generally likes this proposal and is in favor of option #1
 (the DevConf one), both because it'll be easier to get people there and
 because that's in this year's budget.

This is a call for lazy-consensus votes. Need at least three +1s and no
 negatives in the next 7 days (until the next council meeting).
