I wonder if these should be consolidated? Or if not, made interlinked and the distinction made more clear?

Yeah. Amita pointed the welcome sig to me earlier. A couple of things I noticed:
- The welcome sig appears to be stalled in the "getting started" phase. - It seems to be aimed at new users, rather than new contributors. However, we already have sufficient troubleshooting channels for new users: IRC, mailing lists, Ask, fedoraforum.org.
The join sig, while open to helping new users, is more focussed on helping prospective contributors quickly join the community.
I guess we could make the distinction clearer. If the welcome sig is inactive, I could just add an admon on the wiki page saying so unless someone wants to revive it, of course.
