yes: Generate a file in this self-explanatory format:
http://people.debian.org/~nomeata/cabalDebianMap.txt
and then open a bug against the hackage tracker.

Strangely, there is a Fedora file at
http://hackage.haskell.org/packages/archive/00-distromap/ and according
to
http://hackage.haskell.org/trac/hackage/ticket/775 it has worked.
