I don't see a reason why we can't use Recommends, Suggests,
Supplements, and Enhances for it. We just shouldn't use Requires since
it would block the installation of packages due to them not actually
being in the repository.

I think we need to carefully consider where we draw the line. Do we allow
`Recommends: proprietary-software`? How about `Recommends:
proprietary-kernel-module` (nVidia, AMD, VMWare, VirtualBox, etc.)?
Some of these are policy questions and some are probably Legal questions too.
