FYI we are working on Fedora SELinux policy for mod_passenger. This policy will be part of Apache SELinux policies, so mod_passenger will just work out of the box.
Because packaging of mod_passenger is a bit complicated (boots issues) we will support 'gem' installation method (gem install passenger) for now.
This policy should be ready for testing until next week.

UPDATE: SELinux policy is ready for testing. It will not be a part of Apache policies for now because there are two new directories which are needed to get Passenger to work properly on Fedora.
I tested Deltacloud API (Sinatra) and it works well (mock driver needs some small changes, but EC2 driver is working out of box). Of course you should be able to run every Rails application as well following same steps.
