Regarding fixed uid/gid pairs, I fail to see where fedora-usermgmt
improves anything over a default useradd/groupadd. If it's the
configurable offset, then it's the opposite : It brings back the
possibility of having different uid/gid pairs on differently configured
machines...

Yes... you can configure different machines in the same way (e.g. with
cfengine or a custom 'setup(fedora-usermgmt)' package in the local
repository which provides common base[ug]id files).
