Exactly; that's why, Fedora Extras can not claim a fixed UID range
there. Neither in 100-499, nor in 500-2^16, nor in the upper 32 bit
Nevertheless, we need to have a default. I'm not opposed to using the
existing user tools to create the IDs, merely that the default starting
UID should be 300.
