Currently, IPA mincho font belongs to sans-serif family by 65-ipa-mincho.conf. However it's a "monospace" sans-serif font.
sans-serif family is generally expected to have "proportional" sans-serif fonts such as Liberation Serif. So we should add monospace sans-serif font to sans-serif family only when the font have special or rare glyphs which other sans-serif family fonts don't have.
And
I suppose IPA mincho font should belong to monospace family or have no font family alias.

Strictly speaking, no sans-serif/serif fonts in any East Asian fonts. but it's well-known that Mincho type face is compatible with serif. plus, I don't think your objection will be applied to such fonts since for example, http://en.wikipedia.org/wiki/Monospaced_font avoids explaining about them.
If you prefer using non-proportional Japanese fonts for serif, I don't have any objections for that. we can update the priority for ipa-mincho-fonts and ipa-pmincho-fonts say. but this would be a kind of the preference. I'll keep ipa-mincho-fonts in serif as fallback though.

I basically agree. But I think ipa-pmincho (and/or ipaex-mihcno) is better for serif in IPA and IPAex fonts family.
If you say ipa-mincho should be keep in serif, ipa-gothic should be in sans-serif which is set in monospace. I suppose ipa-gothic font also belongs to monospaced font because both ipa-mincho and ipa-gothic have same font width.
I suggest: 65-ipa-gothic (monospace) 65-ipa-mincho (monospace) 65-ipa-pgothic (sans-serif) 65-ipa-pmincho (serif) 65-ipaex-gothic (sans-serif) 65-ipaex-mincho (serif)

In case of ipa-mincho-fonts, does it still only have serif? ipa-mincho-fonts and ipa-gothic-fonts have non-symmetric fontconfig setting though the only difference between two fonts are their family of serif and sans-serif and their font width are identical.

I think your policy is not logical but technical. But I understand it's your policy as a packager.

FWIW I just noticed that we assign Courier font to Monospace but not to Serif anymore, which has ever used for Serif. in that sense adding ipa-mincho-fonts to Monospace may makes sense. I don't know if it's similar case for this and also don't know if there are any chance that it could be used as the primary font on Monospace.
