When I was testing Indic langs I got the same problem. Please refer to
this bug:
https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=123702
Do "ln -s /usr/X11R6/lib/X11/xkb/rules/xorg.lst
/usr/X11R6/lib/X11/xkb/rules/xfree86.lst" and runs kcontrol again
should fix the problem.

switch to Norwegian keyboard layout using the KDE keyboard switcher.
I have the following KDE packages installed:

kdelibs-devel-3.2.2-4

kdepim-devel-3.2.2-2
kdevelop-3.0.3-1
kde-i18n-Norwegian-Nynorsk-3.2.2-2

I'm using Fedora Core 2 Test3.
Any ideas what I'm missing?
