CentOS is free as "free-beer", but CentOS is not free to take decisions on their own, because they depend on RHEL's sources.
Centos is free to do what they like. With that freedom, they've chosen to try to be "100% binary compatible" with with RHEL: http://www.centos.org/modules/tinycontent/index.php?id=3
