Doesn't the anaconda run still need to grab the repodata from the repos
in use, it just uses what preugprade downloaded as a hot cache for the
transaction?
preupgrade figures out what you need
downloads the pkgs
downloads the rest of the metadata
then runs createrepo on the stuff it just downloaded
it is a little world all unto itself.
