foo1, foo2, foo3 -- there is no ordering in the upgrade path, you cannot say foo2 or newer. From my point of view mangling package names (see scl_utils) is misuse.
There's no ordering b/c those pkgs are not intended to be version-compared to each other. That is, in fact, the goal.
If you GOAL is to avoid version comparisons then it is hardly misuse.
You should go back and read James' example using shells, it might be easier to understand.
