There are packages that rely on the glibc->glibc-common->tzdata dependency. The one I know is chrony, which in the default configuration needs the "right/UTC" timezone to get the TAI-UTC offset. I suspect there are other packages that will need to add Recommends or Requires.

My opinion is that this all part of the work required to make the distribution more flexible for deploying as the basis for containerized workloads.
If you know of any other such missing dependencies we should file bugs and get them fixed.
