They're half-baked in the sense that there's less commitement post-EOL than pre-EOL.
But post-EOL there is currently no commitment and there won't be any promise on it. Some is better than not at all.
"Might someday get looked at and fixed, if somebody cares" is definitely much worse than "No more fixes, do upgrade".
