I rebuilt gstreamer1-plugins-bad-free, because without it, emacs was not installable, and I need it to be for some builds I need to do this weekend.
I tried building gstreamer-plugins-bad-free in mock prior to submitting a build. It failed because the gtk-doc package no longer includes /usr/bin/gtkdoc-mktmpl. I do not know how this should be fixed.
I also rebuilt ardour2, and it looks like somebody beat me to Io-language. The audacity rebuild needs the gstreamer1-plugins-bad-free build to be tagged into f28-build, which I also need so emacs will work again, but it has been 3 hours since I did that build and it is still not tagged in. I don't know what the cause of the delay is; status.fedoraproject.org shows as all green.

We need also rebuild: dolphin-emu-0:5.0-16.fc27.src

Indeed. It only uses the soundtouch library as a fallback, if fftw is not available as needed for an internal rubberband lib. For the sake of making the build reproducible, some safe-guard ought to be added somewhere and the soundtouch-devel BR be dropped.
