There was a fedora-release for f33/f32 that had this key in it, if you updated to that it should have been able to correctly import it.

Yeah, that should definitely have the key in it and if the rest worked I don't see why that one package would be singled out...
Perhaps file a bug on dnf system-upgrade plugin and see if they can figure it out?

It only gives you that message for the first package with each key.

There was a prompt asking me to import a GPG key after I saw that - which if I recall my F32-F33 upgrade experience is normal for new releases because you would have never had the GPG key imported before, so it wants to check before it imports the new one.
