There are many package maintainers who caused F25 packages being newer than F26 packages, so during F25->F26 upgrade, dnf wanted to downgrade them, for example packages quoted below. I think that bodhi quality assurance should be improved to prevent such events that break updates "tree"

This is expected behavior... if we don't want downgrades then we either have to get rid of the final freeze (not going to happen) or also freeze stable Fedoras at the same time (also not going to happen).

I upgraded a couple of systems with --enablerepo=*testing, which I'm guessing should have given me the packages stuck in updates-testing, because of the freeze, but I still saw pretty much the same list of packages getting downgraded.
