For an F17 build I'm getting:
$ fedpkg update [...].fc17 not tagged as an update candidate
This was built in f17-candidate, which is not 'dist-f??-updates-candidate'. However I'm still no closer to understanding what the error means or how to fix it.

I ran into the same problem yesterday and was told that until the actual alpha freeze package build under f17-candidate will behave just like rawhide package and end up automatically in the f17 tree. This is why the bodhi (web) doesn't have a f17 branch yet while we can already build f17 and f18 packages on koji.
That is of course iiuc :-)
